Definition:
A flag is a attribute of a cell in a data set representing qualitative information on the value of that cell.

Context:
Examples of qualitative information that can be exchanged via a flag are: "provisional value", "estimated value", "revised value", "forecast", "unreliable or uncertain data (see explanatory texts)", "break in series (see explanatory texts)", "more information in...".
