Data are collected by municipalities and compiled by the Departmental Directorate of Equipment under the project SITADEL (Information system on the construction of residential buildings and premises).
Statistical population
Communal dwellings and lodging houses are excluded.
Geographic coverage
Data refer to metropolitan France and excludes overseas departments and territories.
Key statistical concept
Data refer to the number of housing permits authorised during the reference period, whether the project is carried out subsequently or not. They refer only to housing permits creating surface.
Quality comments
The survey was quarterly until 1973 and monthly thereafter. During 1985, the survey was carried out quarterly while a new register was being put in place for use from January 1986. From January 1994, new survey and new methodology.The figure for December 1998 is indeed correct. As a result of the 'Loi Périsol', taxpayers investing in new housing for rental use were authorised to write off the property for tax purposes. The law covered properties acquired with a future completion date, provided that the request for a building permit was made before the 1st January 1999. For this reason, the figure for December 1998 was significantly higher than for other months.
