Unit of measure used
  • Index (2010=100): estimated by the OECD;
  • Percentage change on the same period of the previous year: provided by NBSC;
  • Percentage change on the previous period: provided by NBSC.


  • Sampling
    251 item-groups have been selected from the household surveys. Each item-group consists of around 2-10 items (certain special item-groups have 15-25 items each). The item-groups are grouped by major categories. In total there are about 600 "national items" used for calculating the all-China CPI. The list of items is revised annually for representativeness based on purchases reported in the household surveys. The number of items can change from year to year, but rarely by more than 10 in any given year. Recently, the classification of household expenditures has been revised to bring it closer to COICOP. Prices of perishable items - fruits, vegetables, eggs, poultry, meat and fish - are collected 3 to 5 times every month, and prices of industrial products are collected 1 to 3 times a month. Where prices are still supervised by the government, such as rent, electricity, public transportation, and drinking water the information on such prices is collected once a month.

    Base period
    The CPI series expressed in Percentage change on the same period of the previous year and Percentage change on the previous period are collected directly from NBSC.

    The CPI series expressed with 2010=100 as reference year are extimated by the OECD.



    Geographic coverage
    Prices are collected in approximately 226 areas throughout the country are covered, including 80 counties and 146 cities.

    Key statistical concept
    The Consumer Price Index (CPI) measures the change in the level of prices for a specified basket of goods and services normally purchased by urban and rural residents.

    Aggregation and consolidation
  • The CPI is a composite index that is derived from the urban and rural indices. These indices are aggregated from the basic information at the city and county level.
  • The CPI is an annually-chained Laspeyres price index, which is compiled and disseminated since 2001.
  • Prior to 2001, the index was compiled and disseminated on a month to month and year to year basis using current year weights for most items.
  • Periodicity: Monthly
  • Timeliness: the index is published on the 13th day following the reference month.


  • Weights
    The primary source of information for the index weights are the urban and rural household surveys that are conducted every five years and cover around 100,000 households, including 40,000 households in urban areas and the remaining in rural areas. The households also complete a diary of purchases for that year.

    Items that are no longer available are replaced by similar items.
