  • Sampling
  • Sample size: the current basket of goods and services used for the compilation of the total index comprises a total of about 700 types of products. The prices of these products are collected on a monthly basis for a total of more than 300,000 representatively selected sales cases (price representatives) in approximately 30,000 reporting units in 1888 municipalities throughout Germany.


  • Base period
    The national reference year is 2000=100.

    Geographic coverage
    The index covers all regions in Germany. Data refer to unified Germany from 1991 onwards.

    Item coverage
    All goods and services bought by the reference population for the purposes of consumption. The products included in the basket of goods and services are broken down by approximately 700 types of products covering the 12 divisions of the COICOP classification.

    Population coverage
    The index covers all types of households: single-person households, large families, pensioners, etc.

    Key statistical concept
  • The CPI measures the average price change for a constant basket of goods and services purchased by private households for consumption purposes.
  • Types of prices: Prices measured are actual prices to the consumer and include turnover taxes and VAT, taking into account rebates.
  • Price collection methods: Approximatively 600 price collectors collect the prices of the same products in the same shops in a total of 188 municipalities every month. In addition, prices are centrally collected for many types of products, for instance, via the internet or in mail-order catalogues. On the whole, more than 300,000 individual prices are collected every month.
  • Treatment of Rentals for housing: Rentals are included.
  • Treatment of Owner-occupied housing: OOH is included using imputed rent.
  • Treatment of missing prices: An item selected for price monitoring purposes is replaced by another one, if the former is only seldom or no longer sold.

  • Elementary aggregates (EAs): Elementary indices are calculated as ratio of unweighted arithmetic mean of prices.
  • Index Formula: The index is calculated using the Laspeyres formula (2010=100) with weights derived from the 2005 household budget survey.

  • Source of weights: Weights derived from the 2005 survey on income and expenditure of approximately 60,000 households.
  • Time period of current weights: Calendar year 2005.
  • Frequency of weight updates: Weights are updated at five-year intervals.

    Indices are not seasonally adjusted.

    Energy includes electricity, gas, other fuels and gasoline, but excludes water. Before 1991 it excludes gasoline.

    Name of collection/source
    Harmonised Indices of Consumer Prices. HICP are largely based on national price collections for national CPI calculations.

    Sampling
    The HICPs are based on samples sufficient to yield reliable and comparable results and take account of national product and price diversity and changing products and outlets. Since the relative importance of consumers' expenditure on each good or service varies from country to country, there is no uniform basket applying to all Member States.

    Base period
    The reference year is 2005.

    Geographic coverage
    The whole country is covered.

    Institutional coverage
    Private and institutional households are included. Special estimates are done for non-residents' expenditure in the economic territory of the country.

    Item coverage
  • The coverage of the HICPs is defined in terms of 'household final monetary consumption expenditure', by reference to the national accounts concept of the European System of Accounts (ESA 1995).
  • The indices cover all forms of household expenditure, net of reimbursements, subsidies and discounts.
  • Spending by foreign visitors including tourists and cross-border shoppers in the economic territory of the Member State is included.


  • Population coverage
    From January 2000, the total domestic population is covered: urban and rural, high and low income, living in private or institutional households.

    Key statistical concept
  • HICPs are monthly price indices designed for international comparison of consumer price inflation.
  • Calculating the HICP has been a gradual process. In the beginning, many items for which treatment varied significantly from one national consumer price index to another were omitted but these have gradually been incorporated. The main item not yet included is owner-occupied housing costs. Detailed information is given in Eurostat news releases of 5 March 1997 and 18 February 2000, available from the Eurostat website.
  • Treatment of Owner-Occupied Housing: OOH is not included.

    Aggregation and consolidation
  • The European Commission regulation permits the use of either the ratio of arithmetic mean prices or the ratio of geometric mean prices or of an alternative provided that fulfils comparability requirements.
  • HICPs are derived using an annual Laspeyres-type chain-index formula where the chain index is based on the December of the previous year.


  • Weights
    The weights used in the HICP may refer to a base year up to seven years in the past but annual adjustments must be made for significant changes in the pattern of expenses.
