Sampling
- Sample size: 413,000 price observations each month taken at 41,000 outlets and nearly 8,300 households.
- Sampling technique: both the Item selection and Outlet selection are based on judgmental methods.
Base period The national reference year is 2010=100.
Geographic coverage The index covers the whole Italian economic territory; in particular outlets and tenants in 86 Italian chief towns are sampled and then surveyed. San Marino and the Vatican State are not covered by the index.
Institutional coverage Consumers living in institutional households are covered in the CPI.
Item coverage There are 1,143 items grouped into 530 elementary references, 205 categories, 106 classes (COICOP four-digit level), 38 groups (COICOP three-digit level) and 12 divisions (COICOP two-digit level).
Population coverage The index covers all private households in the economic territory of the country, whether resident or not, and irrespective of their income (including consumers living in institutional households).
Key statistical concept
The index provides a measure of temporal change in the prices of a basket of goods and services destined to final private consumption. Types of prices: the total prices of products, whether fully or partially paid by consumers. Unobservable prices (e.g. auto-consumption and imputed rentals of owner occupiers), investments prices (e.g. real estate and work of art prices), intermediate consumption prices, taxes and so on, are excluded from the index. Price collection methods: the price observations for the elementary references of Italian Chief Town Statistical Offices are directly taken by municipal collectors and then transmitted to ISTAT with a total weight of 80.3% of the whole index; the remaining elementary references data are collected directly by ISTAT with a 19.7% total weight. - Treatment of rentals for housing: included.
- Treatment of Owner-Occupied Housing: excluded.
Treatment of missing prices: when the price is not collected due to the non-availability of an item and the previously observed price appears to be an appropriate estimate, Istat carries forward the price normally only for 2 months. Otherwise, a bridge overlap approach is adopted. If, however, the centrally collected prices are missing, statistical methods are used to make an imputation of the price change (usually the procedure used for the estimation is the month on month rate of change of observed prices in a particular stratum). Treatment of quality changes: no specific method is applied, but a case by case approach is adopted. Where possible, an estimate for the quality change is made otherwise, a direct comparison is used, unless the difference in prices is best attributed entirely to the quality change. Introduction of new items: new items are identified and included in the index on the occasion of the annual updated. - Seasonal items: vegetables and fruit are treated using a method based on prices selection and perequation. Clothing is treated using a basket representing the prices of summer and winter clothing all over the year.

Aggregation and consolidation Elementary aggregates (EAs): the elementary index of each product in each city is build up as the geometric mean of each current price to the corresponding price in the base period. Index Formula: aggregate indices are computed using a chained Laspeyres index. Indices for the current year are computed using December of the previous year as a base period.
Weights Sources of weights: the weighting coefficients for the 205 categories are determined on the basis of the values of final household consumption as derived from the Italian National Accounts. Information derived from the Household Budget Survey and other sources are also used to define weights for the 530 elementary references.Time period of current weights: Y-1.Frequency of weights updates: weights are updated yearly.
Seasonal adjustment The Index is not seasonal adjusted.

Energy is consistent with COICOP 4.5 and 7.2.2 definitions starting from January 1996; it includes fuel, electricity and gasoline and, excludes water.

Sampling The HICPs are based on samples sufficient to yield reliable and comparable results and take account of national product and price diversity and changing products and outlets. Since the relative importance of consumers' expenditure on each good or service varies from country to country, there is no uniform basket applying to all Member States.
Base period The reference year is 2005.
Geographic coverage The whole country is covered.
Institutional coverage Private and institutional households are included. Special estimates are done for non-residents' expenditure in the economic territory of the country.
Item coverage The coverage of the HICPs is defined in terms of 'household final monetary consumption expenditure', by reference to the national accounts concept of the European System of Accounts (ESA 1995). The indices cover all forms of household expenditure, net of reimbursements, subsidies and discounts. Spending by foreign visitors including tourists and cross-border shoppers in the economic territory of the Member State is included.
Population coverage From January 2000, the total domestic population is covered: urban and rural, high and low income, living in private or institutional households.
Key statistical concept HICPs are monthly price indices designed for international comparison of consumer price inflation. Calculating the HICP has been a gradual process. In the beginning, many items for which treatment varied significantly from one national consumer price index to another were omitted but these have gradually been incorporated. The main item not yet included is owner-occupied housing costs. Detailed information is given in Eurostat news releases of 5 March 1997 and 18 February 2000, available from the Eurostat website. Treatment of Owner-Occupied Housing: OOH is not included.

Aggregation and consolidation The European Commission regulation permits the use of either the ratio of arithmetic mean prices or the ratio of geometric mean prices or of an alternative provided that fulfils comparability requirements. HICPs are derived using an annual Laspeyres-type chain-index formula where the chain index is based on the December of the previous year.
Weights The weights used in the HICP may refer to a base year up to seven years in the past but annual adjustments must be made for significant changes in the pattern of expenses.
