Name of collection/source
Most of the cost data used are obtained through surveys of construction and other enterprises as well as from price lists. In total, 295 items are priced. The prices are collected on day 15 of the last month of every quarter from 1292 establishments and include producers, wholesalers and retailers who do business with construction firms and/or contractors.

Other coverage
The index covers the construction of houses, apartments, shops, commercial buildings, medical buildings, schools, cultural buildings, and administrative buildings which account for more than 90% of construction activity in Turkey.

Key statistical concept
The index measures the quarterly change in the cost of inputs to construction (labour, machinery and materials). All prices exclude taxes and are net of discounts.

Other manipulations
The index is calculated according to the Laspeyres formula with a base period of 1991. Annual data are averages of quarterly figures.

    Key statistical concept
  • Producer Price Index (PPI) is a measure of the change in the prices of goods and services sold as output by domestic producers.
  • Prices are cash prices, excluding VAT and all relevant taxes. Discount and rebates are included.
  • Price collection procedure: E-mail and phone reminders. Questionnaires in paper form are filled out by firms and faxed or mailed to the regional offices or to the center of the Institute.
  • Treatment of missing prices: Imputation methods and substitution.
  • Selection of replacement items: If an item is no longer produced or if it is not sold in the domestic market, another commodity having the same quality, same type of packaging with the same production and sale characteristics is chosen.
  • Adjustment for quality differences: Comparison of overlapping prices.
  • Introducing new products: When a new product appears in the market, it is left out of the index up until the period in which weights are updated.
  • Seasonal items: Changing weights were applied for seasonal agricultural and fishing products. No seasonal treatment for industrial products.

  • Computation of the lowest level indices: Weighted arithmetic average of price relatives is used to combine basic price observation to first level index.

  • Sources of weights: The weights used for the index are based on the industrial production data and agricultural and mining and energy censuses of 2005. Data are compiled from survey results. Different searches (Producer Price Index Survey for Producer Firms, Industry censuses, GNP data) are made depending on the sectors. Probability proportional to size is the sampling method used in the selection of items and firms.
  • Period of current index weight: January 1, 2007 - December 31, 2007.
  • Frequency of weight updates: Every year.
