Government at a Glance: Western Balkans provides a dashboard of indicators assembled to help decision makers and the public analyse and benchmark governments across the Western Balkan region – covering Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia, and against OECD and OECD-EU countries.
This dataset represents a selection of indicators as presented in the 2020 edition of the Government at a Glance: Western Balkans publication. This first edition of Government at a Glance: Western Balkans was prepared by the OECD Directorate for Public Governance, as a collaboration between the Governance Indicators and Performance Evaluation Division and the SIGMA Programme, a joint initiative of the OECD and the EU, principally financed by the EU. The Introduction of the overall Government at a Glance: Western Balkans publication, describes its objective, framework and the structure by chapters.
This regional edition features 40 indicators on public finance, public employment, centre of government, budgeting practices and procedures, human resources management, public procurement, digital government, core government results and serving citizens. Governance indicators provide important benchmarks on public administration systems, practices and performance.

Classification(s) used

Government at a Glance: Western Balkans indicators use, in principle, a common set of concepts, definitions and classifications according to the different subjects. This is done by the use of international frameworks, and its compilation procedures, such as the pillars SNA (System of National Accounts), the ILO definitions and classifications. Hovewer, as most of indicators use OECD defined surveys OECD instruments have been established regarding for example the Open Government data (International Open Data Charter principles), Budgetary institutional features in terms of Public-Private Partnerships (Principles for Public governance of PPPs), Digital government (Principles on Digital Government Strategies). Proper metadata and references are shown alongside with the indicators in the publication.
